COMMENT

With the recent expansion of public interest law, 'standing' is a surprisingly active and developing area of basic law. As well, administrative tribunals themselves typically have the right to be heard in an appeal or judicial review from their own decisions, [eg. RTA 210(3)], and sometimes even have the right to commence an appeal by themselves [eg. RTA 211].
